Why do the majority of the least intelligent dog breeds have flat faces?

I’m guessing that this is more to do with breed history and purpose then anything else. Because coren's The Intelligence of Dogs list uses obedience intelligence as a criteria it tends to favour pastoral dogs so you tend to get a lot of similar dogs grouped together.
